Born from the Sea, Growing Toward the Sea, Shantou Fish Base Sets Sail in China

一、  Overview of the base
(一).  the  geographical  position  is  superior, is  a  good  place  to develop the food industry.
Shantou   China   is   located   in   the   southeast   of Guangdong  Province, between   116 5'-117  20' east  longitude   and 23 3'-23 38' north  latitude. It  is  adjacent  to  Jieyang  City  in  the west, Chaozhou  City  in  the  north, and the  South  China  Sea  in the southeast. The international maritime transportation channel passes through here, and it has always been a transportation hub, import and export port and commodity distribution center in the areas of eastern Guangdong , southeastern Jiangxi and southwestern Fujian. With the completion of  Chaoshan International  Airport, high-speed rail connection, expressway networking and the operation of Guang 'ao Port, Shantou City  enjoys  convenient  transportation.The  international  submarine optical   cable   landed   here,making    Shantou   an   information center.The city has a total area of 2,064 square kilometers and a total  population  of  5,107,300.  The  mainland  coastline  is  263 kilometers long. There  are  84  islands and 31  dry  reefs, the  offshore  line  is  78.58 kilometers. The  only  island  county and fishery county in Guangdong is  Nan 'ao Island. The city is  located  in  the  low  latitude, and  the  Tropic  of  Cancer  runs across the northern part of the city,with abundant sunshine and rainfall,belonging  to  a  sub-zone  maritime  monsoon  climate with warm winter and cool summer.With beautiful scenery and pleasant climate, it is a good place to develop food industry.
(二) .Natural fishing  grounds  are  rich  in  resources  and  can provide a steady stream of processing raw materials.

Shantou has a vast sea area. There  is  Shantou-Taiwan Province  Shoal Fishing  Ground with  an  area  of about  50,000 square kilometers. Due to the complex seabed topography here, the tributaries of the Kuroshio in the Pacific Ocean pass through this area and are influenced by the runoff of nearby rivers such as Hanjiang River, Rongjiang River, Lianjiang  River, Huanggang  River  and  Minjiang  River. This  sea  area  is  the intersection  and  mixing  place  of  Kuroshio  high  temperature, high salt in the open sea,coastal waters and continental runoff, and has various favorable factors for marine life to breed,grow and inhabit.A number of excellent central fishing grounds have been  formed,with  rich  fishery  resources  and  various  species, which  are  characterized  by  the  coexistence  of  clustering  and mixed  groups  and the rapid replacement  of species.There  are 471 species of fish, 25 species of shrimps, 25 species of crabs, more than 30 species of shellfish, 20 species of algae, more than 100   species of common fishing, more than 50 species of relatively large and precious, 15 species of common shrimps and 5 species of common crabs. According to the estimated water area of Shantou-Taiwan Province shoal fishing ground and the survey  data  of primary productivity in the sea area, it   is estimated that the annual output of fishery resources in this sea area is about 774,000 tons, which is one of the sea areas with abundant resources  in China. Niu Tianyang, Sanyuwei, Liuhewei and   Chenglaolianwei, which were reclaimed   after liberation,are  rich  in  products  such  as  prawns,blue  crabs  and shellfish.Excellent fishing grounds provide a  steady  stream  of raw materials for aquatic products processing.


二、The advantages of the base industry
       
(一)The  base  processing  and  trade  has  a  long  history,  creating a large number of  business 

Talents.
There  was an aquatic product  processing industry in Shantou  since  the  Ming  and  Qing  Dynasties, and  most of the processed products were seawater products. According  to Chaozhou   Chronicle: The    aquatic   products   manufacturing industry is roughly divided into three types: salting,  and drying. Pickling is called salmon, salt is called   salty, dry is called preserved material, and few people make it in jar. Then cooked  and  minced fish products appeared. The traditional processing experience of aquatic products in this city is quite rich.Especially  after  the  reform  and  opening  up,due   to  the introduction  of advanced  equipment  and  advanced  processing technology, the processing of aquatic products is more diverse,  and various processing facilities and equipment are more perfect and complete. 
Shantou's  aquatic products trade has always been prosperous. Before  liberation, there were many  private   fishing companies  engaged  in  fishing  trade,and  the  fish  goods  from coastal fishing ports were resold at home and abroad through Shantou. After liberation,  state-owned aquatic products enterprises replaced private fishing companies and engaged in the  acquisition,processing  and  sales  of aquatic  products.Fresh products  sold  well  in  Hong  Kong  and  Macao  and  processed products sold well in Southeast Asia and other countries. At the same  time, fish  needs  are  purchased  from  abroad  for  fishery production.

(二)The  fishery  production  is  developed  and  the  modern fishery has a solid foundation.
Fishing  and  aquaculture are distributed in 6 districts and 1 county of Shantou City, among  which  Nan'ao County is the only island county and fishery county in the province, and the fishery economy  of the whole city has a certain foundation. First, there are 8  fishing  ports  of  considerable scale, of which Haimen Fishing Port and Yun'ao  Fishing  Port  are  national central fishing ports.Second,a   number of special species aquaculture bases have been established. South  Australia  has built 15,000 mu of Pacific oyster base and more than 10,000 mu of  algae  breeding  base,Chenghai  has  laver  breeding  base, Chaoyang has industrialized abalone breeding and culture base, jinping  district  has  built  more  than  30,000  mu  of  seawater shrimp  and  blue  crab  breeding  base  in  Niu  Tianyang,and Haojiang has formed a high-level pond shrimp production base. At   the   beginning    of   2012,"South   Australia Oyster"was officially  approved  by  the  General  Administration  of  Quality Supervision, Inspection and Quarantine as a geographical indication  protection  product,and  geographical protection  was officially  implemented.Successful  application  is  conducive  to establishing local brands and promoting the developmen of local product economy.In addition,"Shaohe Pearl"won the 4th  Guangdong  Patent  Prize.Third,three  projects   are  included  in the  national  spark  plan  and  one  is  included  in  the  national scientific and  technological    achievements transformation project.Therefore, Shantou has strong marine fishing and aquaculture   production    capacity.Fishery    production    is   an inseparable  industry  in  Shantou's  economy  and  an  important force  in  developing  marine  economy  and  building  a  new socialist  countryside.In  recent  years,the  Municipal  Bureau  of Ocean and Fisheries has made great efforts to promote fishery modernization. First of all, focus on increasing efficiency, promote healthy  aquaculture, continue to increase efforts to develop characteristic varieties,and strengthen the production of characteristic varieties such as Penaeus vannamei,Pacific oyster, laver  and  blue  crab;In  particular,the  development  of shrimp breeding base provides raw materials for processing and export  industries,making  the  shortage  of  raw  materials  more than  self-sufficient,and  some  products  are  also  supplied  to Fujian,Zhanjiang and other places.The second is to popularize standardized  aquaculture  technology, formulate   and  revise   42 local  standards, and  actively  create  demonstration  zones  for healthy   aquaculture. The    city   has   built    two   national-level standardized  demonstration  zones  for  fishing  areas, four  at  the provincial  level  and  six  at  the  municipal  level. The  city  has passed 38 certification enterprises for the origin of pollution-free agricultural products and 18 pollution-free aquatic products. The third is to strengthen the supervision of aquatic products quality, establish a central laboratory,and strengthen the inspection and testing of aquatic products quality and safety, and strengthen law enforcement.The  fourth  is  to  strengthen  the  forecasting  of production  diseases, guide  farmers  to  improve  their  ability  to prevent  and  control  diseases,and  steadily  develop  aquaculture production.
(三)Aquatic products processing and import and export industries are developing ontinuously,  and the scale is growing. 
Shantou has a number of processing and export enterprises with  great  potential. Well-known  products  are such  as   "Shaohe Pearl", "Runke  Biology", "Chenghai   Qiongjiao", "Jin  Hang Frozen   Shrimp", "Qiaofeng  Crab  Meat", "Jiasheng  Porphyra",  "Yulixiang    Shrimp    Slippery", "Nan`ao Porphyra",  "Nan`ao Oyster" and   regional   brand    "Bengang  Squid" have appeared. There are 62 aquatic products processing enterprises  in  the  city, among  which   8  are  named  as  export  demonstration enterprises by the Ministry of Agriculture. There are  23  ice-making  factories  and   80  freezers,with  a  freezing capacity  of  about   1,700  tons/time,an  ice-making  capacity  of about   1,600  tons/day  and  a  refrigerating  capacity  of  about 105,000  tons/time.From  the  perspective  of  the  whole  city, an industrial cluster has been formed.In 2022, there were 33 export enterprises registered  in  China,of which  23  were  certified  by the US Food and Drug Administration,11 were registered in the European    Union,  21    were    registered  in  Korea, 13 were registered  in  Vietnam  and  4  were  registered  in  Russia. At present, more than  100 kinds  of products in  10  categories,  such as   fish, shrimp, squid, crab, shellfish, algae, pearls, canned  food, bullfrog  and  cooking  food, have  been  developed  and  formed. Products  are  exported  to  the  United   States, Europe, Canada,  Southeast Asia, Japan and more than 30 countries and regions.
The  main  products   for  export  are: quick-frozen  bullfrog legs, quick-frozen  cooked  shrimps, quick-frozen  decapitated shrimps, bread shrimps, anchovies, butterfly shrimps, bamboo shrimps, black tiger shrimps, intestine-removed shrimps, red shrimps   etc. (some also produce  quick-frozen  shelled  shrimps  to  adjust  the  off-season and holiday demands). Followed by the export of marine fishing products,the  main  products  are: fried  fish  cakes,cooked  fish balls,frozen fish fillets,fish paste,minced fish,frozen fish (such as sand-pointed    fish,horse glue fish, pomfret,mackerel, flat fish, bonito, small yellow croaker, hairtail, shad, etc., among which Balang fish is the largest.
The exported aquatic products are mainly sold to more than 30 countries  and  regions   such  as  the  United   States, Europe  and Southeast Asia.
(四) The public service platform is advanced and has strong Support.
1.Shantou City has established the aquaculture technology extension center station and the Fisheries Research Institute for several  decades.For  a  long  time,they  have  introduced  new varieties,popularized  new  technologies,popularized  pollution- free ecological farming,prevented fish and shrimp diseases,and held    various    training     courses,which    have     made    great contributions  to  the  development  of  marine  aquaculture  and freshwater  aquaculture.In  recent  years,the  technical   force  of Shantou  University  has  also  played  an  important  role  in  the combination   of   production,research    and   research, combined with the scientific and technological departments and enterprise forces of this city,and jointly contributed to the development of marine  aquaculture.  Due to  the vigorous  promotion  of ecological and healthy culture mode, the implementation of fish, shrimp,shellfish  and  algae  polyculture   technology  and  strict control  of the use  of aquaculture  inputs,the  incidence  of fish and   shrimp   diseases   has  been   effectively   reduced,and   the qualified rate of shrimp detection in our city has reached  100%
in recent years.
2.The public service platform of aquaculture in the base is advanced,which  guarantees  the  quality  and  safety  of  aquatic products.
(1)Shantou  Customs  Technology  Center,the  organization level is at the level.The center provides strong technical support for inspection and quarantine law enforcement in Shantou and even  in    eastern    Guangdong. The    center    has    a     skilled, professional  and  experienced  inspection  and  testing  technical team,and is equipped with advanced inspection equipment.The center has a strong testing strength,which is second to none in eastern  Guangdong,especially  in  the  detection  of  food   and genetically modified ingredients.There are 25 middle and senior titles in  Guangzhou  and  128  intermediate  titles. There  are  one doctor,   19    masters,   165    undergraduates    and   24    college graduates. The  laboratory  is  equipped  with  a  number  of high- precision, sophisticated  detection  instruments, such  as  LC-MS, ICP-MS, ICP-MS, GC, AAS, gene analyzer,automatic microbial  identification system, etc. There are nearly  1000  sets of instruments and equipment in the center,with a total value of more than  100 million yuan.There are eight laboratories under the  center,among  which  the  laboratories  for  food  inspection, animal   quarantine,plant   quarantine   and   genetic   testing   are national regional central laboratories.

(2)Each aquatic product export enterprise in the base has set up testing laboratories to ensure the quality and  safety  of aquatic  products.The  laboratory  is  generally  equipped  with  3 technicians.Testing  laboratory  personnel  are  trained.The  main contents of the training are:to improve the understanding of the importance and significance of microbial inspection of exported aquatic  products; Master  the  total  number  of  colonies,fecal coliforms and Escherichia coli inspection techniques;Master the inspection   techniques   of   Staphylococcus   aureus,Salmonella, Listeria   monocytogenes,Parahemolytic   Orphan   and   Cholera Orphan;Learn  and  master  inspection   operation  specifications and  quality  control  points. All  companies  have  invested  huge sums  of money  to  purchase  instruments  and  equipment.Some companies  are  equipped  with metal detectors, enzyme-labeled instruments, liquid chromatographs, quadrupole mass spectrometers and other inspection and testing instruments,and are equipped with corresponding drugs,test paper and software, so that the detection ability is further improved.At present,the construction  of  laboratories  in  various   enterprises  has  been continuously  improved  and  made  progress,which  has   laid  a solid foundation for ensuring the quality and safety of exported aquatic products.
